Bishop Taylor has announced that Rev. Michelle has been appointed as Priest-in-Charge of St. James'; what does that title mean?

A Priest-in-Charge functions in all respects, except tenure, as Rector of St. James’ Episcopal Church. In addition to maintaining effective ministry during St. James’ transition, the Priest-in-Charge works together with the Vestry and Diocesan staff to prepare St. James’ for a healthy transition to the next Rector. We celebrate this new position and call for Rev. Michelle and the Parish.
